ADOSH inspectors conduct workplace inspections and issue citations to employers. The EMS Bureau conducts individual certification investigations and can discipline or revoke certifications. A Phoenix EMS or fire agency can face ADOSH citations and EMS Bureau discipline arising from the same exposure incident — two separate enforcement actions, two separate penalties.

The Arizona Department of Health Services EMS Bureau enforces professional conduct standards for all certified EMTs and paramedics. The Bureau's rules require that first responders practice safely, implement Standard Precautions, and comply with bloodborne pathogen protocols. The Bureau can investigate and discipline individual EMS provider certifications for failure to comply with professional standards.

ADOSH enforces the bloodborne pathogen standard under Arizona Administrative Code R2-20-625, which parallels Federal OSHA but is enforced by state inspectors with Arizona's penalty schedule. Every Phoenix EMS and fire agency must maintain a written Exposure Control Plan, provide annual training specific to bloodborne pathogens, offer Hepatitis B vaccine, maintain sharps injury logs, and retain 30-year exposure records. When an exposure occurs, ADOSH will investigate whether the employer documented the incident, arranged medical evaluation, and maintained the required components. Absence of any component is a separate violation. ADOSH penalties for serious violations match federal OSHA's structure.
